Re: Registration for individuals wishing to undergo external independent testing in 2010

Students hoping to enter establishments of higher education (HEIs) will undergo external independent testing in June 2010. Registration for hopeful freshmen, who wish to undergo testing, will last three and a half months, from December 15, 2009 through March 31, 2010.
Registration will take place at designated registration points. On December 15th, nearly 900 such registration points will be operational throughout Ukraine. In Kyiv there will be 32 registration points. The addresses of the registration points can be found on the Ukrainian Center for Educational Quality Assessment (UCEQA) web site (www.testportal.gov.ua) and on the regional center sites.
Registration points have been established in each regional center. They will be located in administrative and education departments of HEIs (public and private), institutes for post pedagogical students, colleges, vocational schools and schools.
“We will observe the registration process and, if necessary will create additional registration points. Because of this, we strongly recommend that students not put off registering until the final days,” emphasized Ihor Likarchuk.
Before arriving at any registration point, hopeful freshmen need to have a list of the subjects they would like to be tested in, the results of which will be documented in their external testing certificate.
During registration, hopeful freshmen can choose up to three subjects in which to be tested, two additional subjects are mandatory. The mandatory subjects include Ukrainian language and literature (for all students) and either mathematics or Ukrainian History (depending on individual needs).
“Each student must choose what subjects to be tested in during external testing. While making their decision, they should take into account the requirements of the HEIs and majors to which they will be applying,” emphasizes the Director of the Ukrainian Center.
At the registration points each person will receive an “Informational-registration card” and will be informed about the rights and responsibilities of hopeful freshmen who undergo external testing. They will also be informed about what procedures they must follow in order to undergo testing for 2010. By signing their registration cards, hopeful freshmen will attest to understanding their rights and responsibilities.
If for whatever reason, the student himself is not able to register personally, then a proxy can register the student. This will most likely apply to people who are out of the country or have limited financial possibilities.
During registration the student’s passport will be required (if the student is under the age of 16 on December 15, 2009, and therefore has not yet been issued a passport, the original birth certificate of the student will be accepted). An original document attesting to the student’s successful completion of high school (i.e.: diploma) along with one photocopy will also be required. Those students who will be graduating high school in 2010 will need to bring a letter from their High School (an example of such a document can be found on the Ukrainian Center web site). Additionally, students will need to bring two 3x4cm photographs and two plastic files for A4 sized documents.
A list of the subjects the student wishes to be tested in, home address, telephone number and other personal information will be entered into a database by a registration point employee. This information will then be printed onto the registration form. On this registration form, the student will need to write out a request for testing. The student will be asked to review all the information on the Registration card for accuracy.
After the completing registration, each student will receive a certificate for external independent testing which will include his or her photograph. This Registration card must be produced at the time of testing and during admission to HEIs.
Students may make changes to the personal information on their registration cards until March 31 by returning to the registration point and submitting the proper request along with the original document.
3-4 days after registration each registered student will find a personal informational page on the UCEQA web site. Access to these personalized pages can be gained by using the password each student receives on their certificate.
The time and location of external testing will be assigned and students will receive this information in an invitation to test that they will receive by mail to the address provided by them during registration. The information and invitation to test can also be printed off their personalized web page on UCEQA.
After the completion of external testing, hopeful freshmen will be able to print off addendums to their certificates which will contain their test results from their personal page on UCEQA.
The schedule for External testing 2010 is as follows:
Ukrainian language and literature—June 2, 3 and 4th;
Foreign languages—June 7th;
Biology—June 9th;
Geography—June 11th;
Mathematics—June 14 and 15th;
Ukrainian History—June 17 and 18th;
Chemistry—June 21st;
Physics—June 23rd.
