All-Ukrainian Pedagogical Congress in L’viv Proposes to Do Away with all Privileges during Admission to HEIs

The All-Ukrainian Pedagogical Congress in L’viv proposed to abolish considering a student’s privileged status during their application to establishments of higher education (HEIs).  The President of the Native School Association, Pedagogical Studies PhD, Professor Petro Sikors’kyy proposes that privileged status not be considered during the admission process to HEIs.  This was outlined in a decision of the III All-Ukrainian Pedagogical Congress, which took place on December 14, 2009 in L'viv, and was publicized by a journalist of ZIK.

As Sikors'kyy indicated, privileges provide opportunity for corruption; the only privileges admissible during admission to a HEI are a student’s actual knowledge.  “We understand that proposing to abolish privileges to the President and his Cabinet is inconvenient for the Ministry of Education as they were the body which created them.  That is why we are proposing it,” he emphasized.   The new admission rules for 2010 only eliminated privileges for those who took preparatory courses.  Among the 4 benefits for individuals in privileged categories, the most irrelevant is the admission process exceptions for privileged citizens.  “We need to either abolish all privileged categories, or to create one which will enable all privileged students to compete on a level playing field.  Still, the most optimal solution is to abolishing all privileged categories and simply to provide material assistance to those who can’t attend an HEI without it,” states Sikors’kyy.

On December 14th in L’viv the 3rd All-Ukrainian Pedagogical Congress opened.  Tens of academicians and pedagogues gathered at the congress, to discuss the states’ educational system.  Their assignment: addressing systemic reform in Ukraine’s Education System.
