On February 26, 2010, the Institute for Election Law, the Ukrainian Society of Constitutional Law, and the Ukrainian Association on Developing Management and Business Education with the support of the International Renaissance Foundation, and representatives of American Advisors to Ukraine conducted a round table entitled: Problems Related to the Legal Regulation of Educational Activity.
Issues related to systemizing and codifying educational legislation in Ukraine were discussed. Specific issues raised included how to reform educational laws, and the problems of modernizing the Ukrainian Law “On Higher Education.” When relevant legal regulation is absent, it hinders the introduction of systemic reforms in education, specifically the implementation of external independent testing (EIT). Participants were given texts that may be included in the latest draft of the Ukrainian Law “On Higher Education.” The majority of participants agreed that the basis for modernizing educational legislation should become the Constitution of Ukraine.

Orobets; University of Kyiv-Mohyla Academy Professor, and Ukrainian Constitutional Court Judge P. Stetsyuk; Deputy Rector of the I. Franko National University of L’viv M. Zubryts’ka; Senior Pro-Rector from the University of Economics and Law “Krok” O. Sharov; Associate Professor from the National Academy of Administration and expert from the Institute of Election Law V. Kovtunets’; L. Hrynevych, PhD. from the Institute of Pedagogical Education and Education of Adult APN of Ukraine; Deputy Chief of the Secretariat Committee on issues of education and sciences of the Ukrainian Parliament I. Zhylyayev.
Participants in the discussion included: Rector of the National Academy of Administration S. Yerokhin; Associate Director from the institute of higher education APN Ukraine M. Stepko; academician from the Academy of Sciences on higher establishments of education V. Yablons’kyy; Assistant Director of the Educational-Research Institute of Ukrainian Studies T. Kononenko; pro-rector of the Donetsk National University O. Maznyev; Department Head of extended professional training program at the National Aviation University I. Ivanova along with other roundtable participants.
