An Open Letter from D. Tabachnyk to 2010 HEI Applicants

Dear 2010 HEI Applicants! 

On July 15th 861 establishments of higher education (HEIs) across Ukraine will begin accepting admission applications. 

The Ministry of Education and Sciences has been preparing for this important event for the past year.  This event is monumental not only for those applying but for all of society.  For this reason we have done everything in our power to ensure that during this time each applicant is met with objectivity, transparency, and honesty when applying to become a student at an HEI. 

We have created favorable circumstances for you, my respected young colleagues.  We have allowed EIT certificates from different years (2008, 2009, or 2010) to be used this year and allowed those who graduated secondary school prior to 2008 and wish not to interrupt their careers to choose either external independent testing (EIT) or HEI based entrance exams.  Your successes and school work will also be considered as the secondary school final grade point average will be taken into account during the application.  We allowed hopeful freshmen who have lower grades in subjects that do not directly relate to their desired field of study but who have high grades in related subjects to nonetheless be allowed to apply. 

A lot has been done in preparation for the admission campaign by the admission commissions in the HEIs.  Their work spanned from hiring competent staff to improving their level or organization and ensuring that appropriate assistance is given to those applying. 

We assure you that during the actual admission campaign information will be readily available through the Ministry of Education and Sciences web site at www.mon.gov.ua and the informational-search engine Konkurs at http://www.vstup.info/ as it was during the period of preparation.

The Ministry of Education and Sciences created the Admission Campaign 2010 Operational Headquarters.  At the headquarters individuals can receive consultations on a walk-in basis or by calling the hotline at (044) 486-28-49, which will be adequately set up to answer a large volume of calls.  Such citizen services will also be established in HEIs located throughout the regional centers of Ukraine.   

We are confident that the admission campaign of 2010 will be a positive experience for those wishing to enter higher education in Ukraine, and that for each of you, dear applicants and hopeful HEI freshmen,  a step in helping you to attain all your dreams.
