Explaining the Rules of Admission to Establishments of Higher Education—MoE

The Ministry of Education and Sciences (MoES) comments on the calls made by hopeful freshmen, their parents, and admission commission members from establishment of higher education (HEI).
According to item 7.1 in the seventh section of the rules of admission to HEIs in Ukraine (amended), ratified by order of the Minister of Education and Sciences dated September 18, 2009, #873, registered with the Ministry of Justice on October 6, 2010 as #930/16946 (further Rules of Admission), HEIs will accept applications for admission from those who submit a certificate from the Ukrainian Center for Educational Quality Assessment (UCEQA). Students are being allowed to apply even if they scored less than 124 in for non-major related subject(s) if their score in major related subject(s) (as identified by the rules of Admission to HEIs) is no less than 170 in each subject.
The MoE emphasizes that this provision only relates to grades in liberal arts subjects that is those in which the applicant underwent external independent testing (EIT). This provision does not relate to admission exams in physical education, creative contests, and the like.
Additionally, when an applicant submits a diploma of a junior specialist but is lacking a final transcript the HEI admission commission will calculate the grade point average of the junior specialist including all the subjects indicated on the diploma. This document which is created and signed by the executive secretary of the Admission commission, and certified by the stamp of the Admission Commission will include the full name of the applicant, diploma series and number and the conversion of the GPA to a 200 point scale, and will be kept in the personal file of the graduate.
Also according to item 13.2, section 13 conditions of Admissions, certain individuals have the right to apply without undergoing the regular selection process. Applications from these individuals will only be accepted if they are submitted along with an original UCEQA certificate (with the minimum passing grade needed to participate in HEI conducted admission testing) that indicate a grade no lower than the minimum score (124). Additionally documents that prove the applicant is a member of a privileged group which is allowed uncontested admission must also be submitted with the application. Individuals have the right to submit applications to no more than 5 HEIs and to no more than 3 majors (specialties) in each of them. This information is to be noted on the back side of the (UCEQA) certificate.
In connection with the above mentioned facts, the MoES is again emphasizing that Admission requirements must be strictly adhered to and that the admission campaign should be open and transparent.
