The More Educated People Are, the Less They will Fall Under the Control of Others—Howard Everson, Professor of the City University of New York

The 2010 Admission Campaign, which was more focused on overwhelming HEIs, ended in scandal. It seems that the Ministry of Education and Sciences did everything in its power to complicate the process and keep applicants and their parents on guard every second. Over the last two years many talented children were able to enter an HEI solely based on the level of their knowledge.
This summer policy makers made many changes: tests, transcripts, additional creative contests… Because of these changes the “open and transparent” admission campaign promoted those who could not be considered the cream of the crop.
At the end of July and before the start of the admission campaign, Dr. Howard Everson, Professor and Senior Partner of the Center of Applied Pedagogical Research at the City University of New York visited Kyiv.
Dr. Everson was the Deputy Chairman of the Council of Colleges, which is one of two companies in the USA which administer independent testing during for university admissions. Today Dr. Everson lectures on testing and evaluation. Ukrayins’ka Pravda.Zhyttya journalists met with him to find out about the educational system in the USA: what the USA has learned about testing and about the general role of higher education in that society.
