Pavlo Polyans’kyy and Ihor Likarchuk: Education in 2011: Challenges and Outcomes

Former leaders of the MoES and UCEQA Pavlo Polyans'kyy (Director of the Community Organization Center for Educational Monitoring) and Ihor Likarchuk (Director of the International Charitable Organization Center for Testing Technologies and Monitoring the Quality of Education) held a press conference on December 20, 2011 at the information agency UNIAN. The press conference was called Education in 2011: Challenges and Outcomes.
Leaders of community organizations that work in the sphere of education made a rapid analysis of the events they felt were most significant in the educational sphere in 2011 and provided a peer review of significant developments in education in 2011, specifically the transformation of EIT, events related to legislation on higher education, and the challenges faced in primary and secondary education. The experts also discussed the motivation for and possible consequences of putting establishments of higher education, that are currently subordinate to various Ministries, under the authority of the MoESYS.
Mr. Polyans'kyy called the Ministry's Electronic Admissions system a failed experiment.
Mr. Likarchuk displayed and pointed out errors in the text of UCEQA developed EIT-2012 Review books that are being sold. He also expressed his shock that these books, whose development was funded by the state government, by staff members whose salary is paid by the UCEQE, are being sold for 50 UAH each to the public.
