On Approving the Procedure for Monitoring the Quality of Education

Pursuant to Article 3 of the Ukrainian Presidential Decree dated September 30, 2010 #926 "On measures to ensure the priority development of education in Ukraine" the Cabinet of Ministers of Ukraine resolves:

To approve the Procedure for monitoring the quality of education (attached).

PROCEDURE

Monitoring the quality of education

1. This Procedure defines the mechanism for organizing and monitoring the quality of pre-school, after-school, elementary, secondary, vocational, basic and complete higher education (hereinafter-monitoring).

This Procedure applies to all educational establishments regardless of what department they are subordinate to and their form of ownership.

2. The main objectives of monitoring are:

To obtain objective information about the quality of education, the state education system, and to predict its further development; to evaluate the education system in accordance with the objectives of public policy on education; and to provide public authorities statistical and analytical information about the quality of education.

3. The main methods of monitoring are: To objectively process information concerning the quality of education;

To systemically evaluate the quality of education;

To efficiently notify education authorities and the public of the monitoring results.

4. Ministry of Education and Science, Youth and Sport:

Determines the areas of monitoring in accordance with the objectives of public policy in education;

Will approve an action plan to monitor and supervise its execution.

5. The state scientific institution Institute for Innovative Technologies and Education Content of the MoESYS will develop scientific and methodological aspects and provide organizational support for monitoring, and will summarize statistical and analytical information about the quality of education.

6. Monitoring is done by:

Collecting and analyzing information about the state of the educational system;

Preparing statistical and analytical information about the quality of education.

7. Monitoring will be conducted on local, regional, and statewide level.

8. What will be monitored: Information about those involved in the educational process including the state of their health, their social security, living conditions, and willingness to conduct certain activity, how well educational services meet their needs;

Processes occurring in the educational system and characteristics of their condition;

Results of training activities; Educational and methodological, logistical, legal, personnel support of the educational process.

9. Monitoring is to be conducted by the MoESYS's public research institution Institute for Innovative Technologies and Education Content, institutions and organizations belonging to the Ministry (hereinafter-the executors), on the basis of a MoESYS mandate, which defines the executors' goals, objectives, conditions of monitoring and generalizing statistical and analytical information about the quality of education on the national level.

10. How monitoring is to be conducted:

Surveying different groups of respondents;

Testing;

Collecting statistical data about the state of the educational system in the manner prescribed by the executor;

Studying documents from educational establishments, and educational authorities.

11. Monitoring will be conducted in five stages.

In the first stage the goals, objectives, terms, procedures, methods of monitoring and evaluation criteria will be defined.

In the second stage they will prepare instructional and methodological materials on monitoring.

In the third stage monitoring will be carried out.

In the fourth stage they will analyze the results of monitoring and prepare statistical and analytical information about the quality of education.

In the fifth stage the above mentioned information will be published.

12. MoESYS takes into account the results of monitoring during the development and implementation of state policies concerning education.

13. Monitoring is conducted by the executors within the confines of the funds provided for them in the appropriate budgets as well as from other sources.
