Yaroslav Bolyubash, Director of the Department of Higher Education of the Ministry of Education and Sciences of Ukraine believes that establishing what subjects are required for admission to establishments of higher education (HEIs) was a positive step. “It is very good that they established a list of subjects to include in the admission competition. As a result, in all of Ukraine there is one list of required documents for everyone who wants to apply for a degree in economics. This is very beneficial as it prevents individual HEIs from creating their own demands,” noted Mr. Bolyubash during a press-conference on the topic Rules of Admission to HEIs in 2011: Changes and their Implementation.  read more

Dzerkalo Tyzhnya: Transforming the Peculiar into the Serious, or University Ratings Searching for Promising Criteria of Evaluation

Dzerkalo Tyzhnya. Transforming the Peculiar into the Serious, or University Ratings Searching for Promising Criteria of Evaluation. The unpopularity and lack of attention given to this topic by readers is certainly not a threat to University ratings. What is missing from this phenomenon of contemporary academia is consumers’ conviction that ratings are a relevant and reliable evaluation tool. The topic of ensuring reliability in academic ratings was the topic of the Fifth Conference of the International Observatory on Academic Ranking and Excellence (IREG) which was recently held in Berlin. Over 160 experts from 50 countries participated in the Conference. It is worth mentioning that every year the number of participants and the number of countries represented increases; this proves there is an increasing interest in ratings. The number of representatives sent from a given country suggests that these countries understand the importance of ratings as a mechanism constructed by the Global Educational establishment, and that they have a desire to improve the positions of their universities in leading international ratings. For example, the Kazakhstan delegation which included a university that was included this year in the Top-500 international rating QS, had one of the largest delegations at the conference.  read more
